David has a proven record of success as a senior official within the federal and Virginia governments, with deep ties to political, business and community leaders across the Commonwealth. With more than 20 years of experience working in the Virginia Governor’s office and General Assembly, the United States Senate, and the private sector, David possesses the skills to develop and execute effective government advocacy strategies at the local, state and federal levels.
Prior to launching Two Capitols Consulting, David served as Chief of Staff to United States Senator Mark Warner. David was responsible for formulating and implementing Senator Warner’s legislative agenda, developing policy ideas around relevant issues, and coordinating efforts with a variety of stakeholders throughout Virginia and nationally.
David served as the Transition Director for Virginia Lt. Governor Ralph Northam in 2013. In addition, David was the Transition Director for Virginia Attorney General Mark Herring and assisted with setting up the Office for the first Democrat to hold the office in 20 years. David also served as an advisor to Virginia Senator Tim Kaine during his gubernatorial and senate campaigns and assisted with debate preparations.
In more than 20 years of experience with the Virginia General Assembly and state government, David has represented companies and trade associations on a variety of legislative, grassroots, and policy issues, including tax, business development, health care, financial services, telecommunications, budget, energy, and transportation. David is a veteran of many legislative battles, and he knows how to develop and implement successful offensive and defensive strategies for government affairs, negotiate complex legislative provisions to advance the interests of the client, and provide practical business solutions to solve problems.
A graduate of the University of Virginia and the University of Virginia School of Law, David has served on numerous boards and commissions in Virginia, including the Virginia FREE Board of Directors, the Virginia Lottery Board, the Freedom of Information Act Advisory Council, the Longwood University Board of Visitors, the Richmond Forum Board of Directors, and The Cavalier Daily Alumni Association Board. David also is a proud graduate of the Sorensen Institute of Political Leadership and serves as an adjunct professor at the University of Virginia School of Law.
10:15 a.m. DMV Stop Process/Annual Agreements - Janet Williams, Deputy Director, Data Management Services, Virginia DMV Ms. Williams began working for DMV in mail services in 1981. She spent 18 years there working to ensure the efficient delivery of the agency’s mail, conduct training, organize work schedules, and handle budgeting issues. In 1999, Ms. Williams moved to data management services. She contributed her hard work and energy to the division as an office manager and program manager, and used her many skills to manage large programs involving DMV data such as the Vehicle Registration Withholding Program and the Driver Alert Program. Ms. Williams was the head of the use agreement work center when DMV converted 600 data customers who were previously managed by an outside vendor to direct customers. In 2016, Ms. Williams was promoted to Deputy Director in data management services. In this role, she is responsible for overseeing almost 40 employees in the customer records, use agreement services, and data integrity work centers. Ms. Williams has received numerous accolades at the agency over the years, including the fraud buster award for helping to discover the improper use by a vendor of an agreement that resulted in a monetary settlement in favor of DMV.
- Marsha Benjamin, Program and Compliance Manger, DMS - Use Agreement Services, Va. Department of Motor Vehicles Ms. Benjamin began employment with Virginia Department of Motor Vehicles (DMV) in June 1999 in the Customer Contact Center, known today as the DMVDirect call center. As a young professional starting in the call center, she acquired knowledge and experience on the laws and procedures that govern the issuance of license credentials. Through hard work and dedication, she promoted to several challenging positions, serving as a subject matter expert(SME) for motor carrier calls, a supervisor at the customer service center, and a compliance agent in the motor carrier services division at the Sandston scales. In 2012, her tenure at DMV ended and she began work with VSP in the firearms division as a supervisor, then later promoted to VSP Command 1 center as a VCIN computer help-desk technician. In 2014, Ms. Benjamin returned to DMV (her first professional home) as the office manager of customer records work center within her current division (data management services). After two years of hard work in this division, she promoted again to her current position as program and compliance manager of use agreement services. Ms. Benjamin works diligently with her team and division on achieving their agency’s mission daily (provide superior service, secure credentials, and saving lives).
Tuesday 8:30 a.m. (Deputies) Navigating the Social Media Waters - Timothy Martin, Senior Manager, Government Finance Officers Association Timothy Martin joined the Government Finance Officers Association (GFOA) in 2017 as Senior Manager for Member Engagement. He is responsible for social media and other engagement efforts for GFOA. In his previous role as head of the Office of Citizen Engagement in the City of Roanoke, Timothy worked to bring government and citizens together to foster collaborative conversations, build positive relationships and promote new innovative ways for citizens to be involved, informed, and engaged. Roanoke has one of the most successful social media models of any city in the country with more than 60 accounts and 200,000 followers.
Since 2014, the city has won more than a dozen social media awards. In 2016, Timothy was named Top Social Media Advocate in Government by Government Social Media (GSM). He was also named a Top Government Influencer by Engaging Local Government Leaders (ELGL).
Timothy holds a bachelor’s degree in media studies from Radford University.
11:00 a.m. Why Internal Controls - Audits - Drew Harmon, Municipal Auditor, City of Roanoke Mr. Harmon graduated from Virginia Tech in 1991 with a degree in Accounting. His work experience includes seven years with Carilion Health Systems and 20 years with the City of Roanoke. He was appointed as Municipal Auditor for the City of Roanoke in 2001 and is responsible for directing audits of the City government, Roanoke City Public Schools, and the Greater Roanoke Transit Company. He is a past President of the Southwest Virginia Institute of Internal Auditors and the Virginia Local Government Auditors Association. He has also served as the Chairman of the Peer Review Committee for the National Association of Local Government Auditors.
Mr. Harmon is a Certified Public Accountant and a Certified Internal Auditor.
2:00 p.m. How to Interview and Hire the Right Employee/Who Showed up at Work? -Michele Vineyard, Director, Human Resources, City of Roanoke Michele Vineyard, Director of Human Resources, has served the City of Roanoke, Virginia since 2011. Prior to working at the City of Roanoke, she served the City of Salem, Virginia as Assistant Director of Human Resources. She has held human resource positions in local government since 2003.
Prior to choosing a career in public service. Ms. Vineyard worked for five years as a Training Supervisor at AFLAC Worldwide Headquarters in Columbus Georgia. AFLAC is a Fortune 500 company and Fortune 100 Best Company to Work for. Prior to that, Ms. Vineyard served active military duty in the United States Air Force for five years as a Munitions Operations Specialist. Her 25-year work history has led her to serve in a variety of diverse roles in training, organizational development and human resource management.
Ms. Vineyard graduated from Averett University with a bachelor's degree in business administration, and holds a master's degree in social science from Hollins University. Michele is certified as a Senior Certified Professional (IPMA-SCP) from the International Public Management Association for Human Resources, and Professional in Human Resources Certification Institute.
Wednesday 9:00 a.m. Wellness Benefits in a Stressful Career - Laurie Seidel, Nursing Educator, Department of Psychiatry and Behavioral Medicine, Carilion Clinic Laurie Seidel is a nursing educator within the Department of Psychiatry and Behavioral Medicine at Carilion Clinic and holds faculty appointments at Virginia Tech Carilion School of Medicine (VTCSOM) and Jefferson College of Health Sciences. Ms. Seidel attended the University of Virginia where she received her bachelor’s degree in nursing followed by a master’s degree in psychiatric-mental health nursing. As a certified mindfulness teacher and mindfulness practitioner for over 18 years, she is passionate about sharing mindfulness practices with health professionals, including educators and students, to foster greater wellbeing while supporting highly engaged, safe, and compassionate care. Ms. Seidel offers self-care workshops for departments throughout Carilion Clinic and in the community. Additionally, she offers weekly drop-in guided mindfulness practice sessions for staff, faculty, residents, and students at two Carilion locations, including Carilion Roanoke Memorial Hospital.
Ms. Seidel served as principal investigator in two research studies to evaluate a mindfulness based practice course designed to support the demanding schedules of healthcare professionals. She teaches an elective course at VTCSOM, Foundations of Mindfulness Practice. As a faculty member for Interprofessional Leadership at VTCSOM, she supports the development of new leaders in healthcare, working directly with medical, physician assistant, and nursing students. With an emerging focus on applications of mindfulness in education, she has been instrumental in creating a partnership between Carilion Clinic and Roanoke City Public Schools and will bring mindfulness programs to school leaders, educators, staff, and students as the Mindfulness Program Director in 2018.
Ms. Seidel is Chair of the Board of Directors for the Mindfulness Institute of the Roanoke Valley, a non-profit organization which offers Mindfulness Conference Roanoke, bringing nationally recognized experts in mindfulness to the region.
